I believe in shooting nothing but does to fill the freezer. I will pass on plenty young bucks in a season. This year, I passed on a 6 point that would have been happy in about 98% of Michigan residents freezers. The next day I was rewarded with a much more mature buck. It is rewarding to see the bucks develop.
I really think it is key for the DNR to step in a setup antler restriction programs.
As for an exception, if it is a kid's first time out or his first buck, let him take it. It will keep him in the sport and make him love it more. It's all about that first experience. My dad gave me the choice and I harvested a beautiful 5-point that means as much to me as my biggest buck.
