I hunt in Rockingham NC, and Florence SC. As far as I know you are not allowed to bait any area that is publicly hunted. You can however hunt over corn and salt licks on private land. The best time to hunt over Salt Licks is when it's still hot out. The deer will use salt to keep insects and ticks off until the weather starts to get colder. I shot a doe on opening day in the NC piedmont region (Sept 11). They only hit the salt lick for a week or so after that.

I only put out salt in the spring, it seems when things start to green up they have a need for salt. I only maintain one lick, not too far from one of my Clover plots. As plants start to toughen up, activity diminishes. By the time the hunting season starts here, visits to the lick are seldom to rare.

Salt licks usually are a spring thing. The idea is to replace required salts that may have been depleted over the winter months. What they do acomplish though is create new trails that deer develop while travelling to and from the licks. These trails may then be hunted in the fall months.

salt is legal in mn too. i've had a salt lick in the same spot for about 8 years now. it's behind one of my stands. I've had deer go to it two times while hunting and that is a stand i've hunted more then any other stand. the lick gets lots of use just during the spring, summer and early fall. they pretty much leave it alone starting the week before bow hunting [:@].
also, i've got literally hundreds of pictures of deer at my salt lick. but only one nice buck (in the 3 years i've had a camera). it was a really nice 11 point in august. never during the hunting season.
i guess what i'm saying is don't pin your hopes on salt because you will be dissapointed.
