They've been around for a while. The trouble is that batteries work best when they are warm. They work poorly when they are cold. Not the best concept for keeping your feet warm.

RE: battery socks
I have battled cold feet for 15 years of deer hunting.
I had rubber boots with 3 layers of socks,
I had "OK" insulated hunting boots,
I had batt socks,
I had "hot hands" pocket socks.
Nothing really worked when sitting in a stand on a 20 deg morning,
Till I picked up a $10 kids camo sleeping bag at D!(k's.
Now I wear any $59 hunting boot, and once I am in my stand I step into the sleeping bag, drop 2 hot hands in, and sit down.
The sleeping bag comes up to My arm pits, so I can put my hands in if needed.

Get yourself a good pair of Rockie Boots with the removeable liners, you wont be sorry you spent the extra cash. I have had a problem with cold feet as well and have tried everything up to $200.00 boots never tried the rockies untill last year, my feet never got cold. I was very happy with my $100.00 purchase of these boots.

rocky boots x2
I have worn them hunting..feet stayed warm and dry..so i started wearing them at work too.( was outside on steel barges on the river for up to 12 hours) and the 800 gram thinsulated boots keep my toes from freezing!

I've never really had problems with my feet getting cold. I wear 1200 gram thinsualte rubber boots combined with a moisture wicking heavy duty sock. Stay away from cotton. It traps in moisture which in turn keeps you cold.
I believe a good sock is the key to warm footsies.
