Both. You can put in for a specific unit by drawing for either bull or cow. Or you can buy an over the counter bull only tag for 2nd and 3rd rifle season only. The over the counter tags cannot be used just anywhere. They have some units that are excluded. Check the regulations for those units. Hope this helps. Here is a link to the web site.
