Yes you can Buy a non-res tag over the counter.
I have herd they are making these units just spike bull only. Last year it was spike or antlerless. "Unless you apply for a Branched Bull Tag" And in my opion for the money I would look into colorado,But if its a double visit (visiting friends or family) here is some info.

As for the unit 249 it is a wilderness area so access is limited but there is elk in there. Unit 251 has elk(Mission Ski area) and I would spend most of my time next to the border of unit 328 (Naneum)I would say this Unit is your better bet out of all the units you had listed.

For the Outfitter I personaly have no Idea.

Don't know much about Icicle outfitters BUT- if you are to use an outfitter the mission area would be a good choice since there is a good chunk of it where the roads are closed and have been for years.. Because during EARLY archery season it seems there are more hunters in some areas than during modern firearm!!
Find a post that POWER has posted on- He DOES live in Wenatchee and has helped me out in the past with information on the area. Try "Seattle area hunters help" Send him a PM
Now NWOutdoor shop.....Sedro Wooley WA.......Profile.........Bill B. Hows retirement ?
