The author is not condoning shooting at the bird cresting the hill, he is being critical of doing that.
correct, the compounding of bad decisions just piles on top of the first bad decision. because each of these poor choices either causes or adds to an unsafe situation, I argue that adding one unsafe act on top of another is what is unethical. I think most people miss that or it goes over their heads. There are so many unfortunate scenarios with each having more than just one poor decision being made. Add in trespassing, or a disregard for others and it just gets worse from there.
