lot's of guys at tradgang.com do. They make a cheap arrow called a "nutter" with them.
From what I recall, big batches yeild differing quantities of spine, weight, etc. Grain is light to non-existant. If you do a search there on "ramin" or "nutters", I think you'll find enough to keep you quite busy

I haven't tried ramin yet. If I can find someone who carries them long enough, they're always out of stock. A friend of mine tried a dozen though. He said they were very nice shafts, very straight, right out of the box. But after he stained 'em and put a couple dips of gasket lacquer on 'em, he said they went all kinds of crooked.
From what I've heard, chundoo (lodgepole pine) is better than ramin.
