If you go to a dealer he might sell them individually, but most I know sell them in 1/2 dozens or dozens.

Let m re-phrase the question, when you buy a dozen XX78 shafts do they come wrapped in plastic (like carbon arrows) or do they just come with a rubber band around them?

It all depends on how whoever you bought them from decides to package them. The few times I've mail ordered aluminum arrows, they've arrived in a box with arrow holders seperating them. But you asked about bare shafts, didn't you. All the aluminums I've bought in archery shops were wrapped up in a rubber band. I've gotten bare shafts wrapped in plastic once in awhile.
