The correct answer is neither. Draw length for the setting on the bow is determined by the length needed from the pivot point of the grip to contact your anchor points plus the 1.75" to make it an AMO standard DL. The release is just added length past the bows draw length, sames as with a D-loop. Now that being said you will have a longer "perceived" draw length with a wrist strap release and a shorter "perceived" DL with the handheld.

Your draw length is not going to change unless you are young and still growing, it is what it is and its based on length of arm etc. What you are likely referring to is anchor point. Some releases lend themselves to different anchor points.

A thumb release is usually shorter,therefore allowing you to have a longer set draw length on the bow inmost cases but most of us will adjust the loop at this point to get the anchors properly aligned.
