Bare minimum requirements are a high speed arrow saw and a fletching jig. For jigs, I like Bitzenberger and JoJan, in that order.

To kick it up a notch, you need an accurate grain scale, arrow spinner and spine tester.

Arrow Saw (Dremmel works great)
Jig (Bitzenburger is the best)
ASD (Arrow Squaring Device made by G5)
Glue (Goat Tuff)
Vanes (Blazers)
Inserts, Nocks and Tips (obviously)
Q-tips
Diluted Rubbing Alcohol
Water
Paper Towels
300 Grit Sand Paper
Test Tube Brush (for cleaning out the inside of the arrow shaft)
Sharp Knife
Flething Removal Tool

A few beers, some time and patience.

I'd add some ultra-fine steel wool to your list. It's great for polishing the shafts after you strip the old vanes and glue off when re-fletching.
