One thing to look for in the quality of a rug is the amount of stitching around your layers of felt. A lot of taxidermists use glue to cut down on time and this can really seperate over time. A good rug should have at least 2 different rows of stitching around the underside of the entire bear. Best of luck!

How do you see the stitching? On my rugs the stitching is covered by the backing. I'm not sure what rugs go for in Hawaii, but I would assume materials are higher, and cost of living higher, so rugs are probably higher too. Here in the Midwest I get $200/linear foot for bear rugs.
