Anyplace they are raising beef or sheep in is a good place to start. I grew up in northeast CO and lots of times from late feb to mid march the ranchers wanted the song dogs thinned out before their cows began calving. Problem with that plan is that if you haven't already contacted some of them you're probably out of luck.
You can head to just about anywhere with sagebrush flats or cedar ridges and call them in. If you don't have a clue where to start, I suggest calling the DOW and asking to talk to some of the game biologists. They are usually very helpful and most people forget the DOW is funded by the hunters and don't consider this very valuable source of info when looking for new hunting areas.
