If you hit bone just below the skin you are going to get pelt damage (as NoMercy says).
I still recommend using a fragmenting bullet for varmints & predators.
Hornady's V-max has always worked well for me - that doesn't mean that I never experienced any pelt damage.
Created to make a small entry wound and fragment inside the animal with no exit wound (velocity does matter at close range).
If fox is the main targeted animal, then a smaller / slower caliber would be easier on pelts (.22LR right behind the ear at under 50 yards).
