Default off the shelf

I shoot a Hoyt machined riser recurve in what was RU class. To shoot in the new hunter recurve class it must be off the shelf. As my Hoyt has a severely curved shelf and just adding a 1/8th leather piece will not work. My question is can I make a wood or metal plate 1/2 inch thick and fasten it to the shelf to give a flat serface for a leather piece to shoot off of? The metal piece would closly fit the shelf contour and be flat on top to give me a 90 degree angle from the riser side to the new shelf. Would this be a shelf or would it be considered a elevated rest?

I would believe that is o.k., as long as the spacer is applied in a manner that it is obvious that it must be removed to allow shooting from an elevated rest.
