I don't know of any State land that will allow you to run an ATV. You best bet is going to be an outfitter. You might want to take a look at this guy, http://www.huntingtop10.com/outfitters/in/inof2/index.html. Good luck!

i leave near minnehaha i think they have a state exception that will allow you to hunt with a ATV you get a paper take it to your doctor and get it sign saying you are disabled then send it in i know it takes like 8 weeks to get the permit
also i will be hunting this area for bow season and muzzle loader hunting firearms and muzzle loader season if you would like a local to hunt with
i know if a few spots that would be good for you
they have good areas for disabled people a few place graveled and alot of access roads i think you could use if you got the permit
let me know if your interested

Permits for Persons
with Disabilities
The DNR issues permits to individuals with
a disability that prevents them from taking
wildlife under regular hunting regulations. The
DNR may issue a special permit to an individual
with a physical impairment resulting from an
injury or disease, excluding impairment which is
attributable to the normal aging process.
Special permits allow those who cannot walk
or have serious walking limitations to hunt from
a vehicle. On state and federal lands, permit
holders must obtain permission in advance
from a property manager to gain vehicle access
to lands or roads that are otherwise closed to
vehicular traffic. Those who have a disability
that prevents them from using a regular bow
may be issued a permit to use a crossbow.
To apply for a Persons with Disabilities
Hunting Permit, you must complete an
application form, and a physician must complete
a statement of disability form.
Rules governing the use of a Persons with
Disabilities Hunting Permit and application
forms are available from the Division of Fish
and Wildlife, 402 W. Washington St., W273,

hunting seasons, applications must be received
no later than August 1, 2008.

Ya I took my buddy who is paralyzed to some F&W areas in Indiana and the property managers allowed us to use all the off limits service roads. That was at Kingsbury. It is a former military property with lots of bunkers and closed service roads. In fact that place might be your ticket. It's a big advantage to drive back there, and there are some trophy bucks there. One of the best public properties for big bucks.
