"Best" and "cheapest" are two extremes of a complex matrix.
You'd probably be happy with something like a Bushnell Elite 3200 3-9x40. They routinely go for under $200. I recently bought a niceused one here on this forum for a lot less than that, so keep your eyes peeled and maybe you'll have similar luck.
If you're trying to stay under a hundred, you could try something like a Bushnell Trophy, or watch sales at your local Bass Pro/Cabela's/Dick's/Academy/Big 5/whatever. Sometimes you can get some pretty decent deals on promotional scopes.
If you're trying to go the ultra-cheapie route, I've read good things about the Tasco World Class 3-9x40, which should run you under $50 or so. Anything below this, and you're just taking your chances with a scope that may or may not hold zero, might fog, is fuzzy,or could just plain break--probably right when you need it most.
