Correct. The rear sight is moved in the direction you want the bullet to go. Opposite is true for the front sight.
To see this easily in your mind, imagine a very exaggerated adjustment. Say you elevate the rear sight by 4 inches. What would you have to do to align the sights to the target? Raise the muzzle.
