Right, a heavier bullet will not necessarily outperform a lighter bullet. Bullet with a higher BC will always outperform a bullet with a lower BC provided that the velocites aren' t grossly different. The idea that a hevier bullet will outperform a lighter bullet is a generalization and oversimplification, but with spitzer bullets, heavier bullets usually have a higher BC, though there are always exceptions- a specially designed 168 gr boat-tail hollow point match bullet will have a higher BC than a 180 gr flat based hunting bullet.
