Re-blueing?
How much (on average) would it cost to get some guns re-blued.
Even with a nice, sometimes liberal, coating of Rem-Oil, a light bulb in one safe, and a golden rod (i think theyre called?) and silica gell in both safes, some of the guns, particularly remingtons with a matt finish are rusting. I dont know what to do to control the moisture issue without moving the safes to a less 'safe' friendly location.

The best thing to do is weekly oiling on all the firearms in the safe with a good sythetic based rust preventive. It sounds like you have your sefe in basement or somewhere it's getting a lot of moisture from. Try adding another goldenrod and see how that works. As far as removing rust,use 0000 steel wool soaked in same rust preventive and rub,if it's too deep to come off,it's time for refinishing. Gunsmiths usually charge about 80$-90$ for rebluing (at least that's what I charge) but can be higher,depending on your local smith. By the time you count completely disassembly,reassembly, surface prep,polishing,and hot bluing,it's quite reasonable and labor intensive to do.
