Write down the names of the different manufactures you might be considering, then close your eyes and point at the paper, open your eyes and there is your rifle. I joke about that cause you will get a different opinion from everyone here on the best rifle. As with anything, you could get a lemmon or a tack driver. 99.99% are good guns whatever the brand but there are those few that could be excelent or just plain garbage.

Check into Browning and Tikka. For the amount you mentioned, Browning might be out of reach, but the Tikka's are a little less expensive and seem to be highly regarded. In general, Savages are reputed to have a good accuracy, out of the box.

I have noticed, in more than a few posts, that people talk about changing the trigger or bedding in their new Savage/Remington/Winchester. I don't think that you absolutely need to do those things, but I don't recall seeing comments like that regarding the Browning or Tikka rifles.

If I were you I would get a Remington Model 700 in a Mountain Rifle, or a BDL.

Why work when you can hunt???? Heck why work at all!!

look at browning or savage.

i would stay away from remington unless you can find a early 90's model.

Go to a reputable gunshop that carries a good variety of guns and look at them all . The net will help but seeing the guns and handling them personally will help more . Myself I can't tell how a gun feels by looking at a picture And while getting somebody else opinion is nice in real life it might not please you .Just look at them all and form an opinion of your own . .
