A .30-30 doesn't need a 3-9x40, but it wouldn't be hampered much by one either. Personally, I'd probably go with a fixed 4X on a .30-30.
As far as brands go, well, I'msortofpartial to Zeiss and Leupoldmyself. A Leupold FX II 4x33 would be a nice fixed power scope. A VX II 2-7x33 should work if you want a variable.

I wouldn't put a 3-9x40 on a 30/30. To each his own, but its too much for a 100 yard rifle, which, lets be frank, is really what a 30/30 is meant for.
I have a Leupold Euro 1-4x20mm on my win 94 in 30/30 AI. I taken deer out to 180 yards with it. High power is highly over-rated. The scope I have goes for about $300.
