how consistant are these loads as far as powder measurments and such? i went to wally world and saw a box of 20 308's was 13 at the cheapest and i went into the surpluss store and they were 6 bucks for 25.

I can't speak to the consistency of military surplus .308 ammo but I did hear that very soon there will be no more military surplus ammo in the U.S. I am not sure on the specifics though.

Milsurp ammunition varies trenedously...someis very good, some is very bad, and some is ok. It depends on who loaded it, what weapon it was meant for, what storage conditions it has been kept in, and for how long. The only way to see how it will perform in your rifle is to buy some and try it. Much milsurp ammunition is stil corrosively primed. Be absolutely certain to clean promptly and properly after using it.
I've heard nothing on this subject. True, some US surplus ammunition dries up from time to time, that is simply market forces at work. As long as there is a market in the US, countries will sell it, importers will import it, and customers will buy it.
but I did hear that very soon there will be no more military surplus ammo in the U.S. I am not sure on the specifics though.

I think I read somewhere they were thinking of putting a ban on it. I have no idea how true it was though.
I do know that most military ammo is not loaded to be match grade ammo or highly accurate. It only needs to be minute of people and function properly.
Depends on what you want to use it for I guess. I wouldn't try target shooting with it. I would get premium ammo or handload of that is what you want to do. It should be fine for informal plinking and practice though if your gun likes it.
I have heard some have good luck with wolf ammo, and it is priced pretty well. I'm not one of those people though. I had a SKS and a AK at one time and tried wolf and Norinco ammo out of both with not so great results. I picked up some better brand name 7.62x39 ammo and the sks shot much better, like twice as well. The Ak (siaga) was a complete piece of crap and I traded it for some paintball equipment.
