I doubt it, it will keep water and stuff out of the barrel though. I use this method with my muzzle loader to keep stuff out of the barrel when hunting in nasty weather. I have never noticed a noise reduction.
Like tom said, there are ways to make a fire arm quieter, but most will not be legal. And they may effect your accuracy. I won't tell you how to do it, but a plastic pop bottle, some tape and some packing peanuts will work for few shots. However if you get busted with it you will be going to jail and probably will not ever be able to hunt again, or own a firearm most likely.
I will not be shocked if this post gets deleted either.
