Hey fellas appreciate all the replies, I'll try to answer some ?s. Paul it is simply not ejecting the hull, I've tried to watch it while someone else shot it and it looks like the bolt is only coming back about a half an inch the best I can tell. The gun would eject light loads with no problem until I got it back from my nephew. As far as the rings, I have no idea how they go for sure but the way they are looks right.
Pro-Line, it is not a magnum.
Bulzeye, the action works freely.
Vapodog, I'll look for the diagram.
One last thing, if I sand the chamber down smooth will it cause other problems?

If you sand the chamber down to remove the pits you will create an oversize chamber and that could potentially create very hazardous problems.
Once it is pitted it's pitted. You may want to simply replace the barrel or at least try one that is in good condition to see if that cures your problem. I bet it will.
As far as the rings go the large ring goes flat side to the action sleeve, the smaller ring fits into the large ring (you will see how they fit together) and then the o-ring will fit on the mag tube in its little recess and be covered by the gas shroud on the barrel.
Go to the link and to page 14. You will see an illustration of the gas piston ring orientation.

Thanks for the link bigbulls, turns out the rings and oring are positioned correctly and I have also located a good barrel to try. I'll let ya know if it works.

After all is said and done,there is ONE avenue that i wonder if you have traveled?/ Inside your magazine tube ring that is soldered on the barrel there on the barrel side are one,or two holes.These holes are what operates the gases that operates your action. If these holes are plugged up with carbon ect.They will make the function of your gun off for sure!! This is probably your problem if all that you have done before is correct. New "o" rings ect. Also don,t over oil your mag tube. hope i helped. vangunsmith. let us know if it fixed it??!!

Well I tried another barrel and it worked like a champ. I did stick a toothpick in the holes from the bottom side and I could see it inside the barrel. Would that be considered cleaning them?
I did notice when I shot with my original barrel it was hard to pull the bolt back with the empty hull still in the barrel. So this and the borrowed barrel working makes me believe that it is the pitted chamber that is causing my problems.
