I cannot help you out with anything in your neck of the woods though I know there are many folks who frequent these forums that are. If you have no luck here then you may also try posting this on the Northeast regional forum as well.
There was one stream though...I believe it was called the Yellow Breeches.....which was located somewhere between Harrisburg and Carlisle. I remember it as being one of the premier trout streams in PA.
If you head up into the Allentown area that I would suggest the Little Lehigh Creek, Jordan Creek and a few others. They are well stocked and accessible throughout most of their span.

There's so much good water in Pa I don't know where to start. There's plenty down you way.Tulpehocken,French,W.B. Octoraro,Codorus Creeks all 1 45 minute drive or less from you.
Yellow Beeches , Letort, Big Spring,Roaring Run just to name a few more to you west a little.
Pa is blessed with good water , alot is posted with no accesss here in northeast but there is still plenty to go around and fish can be had by good anglers that don't mind doing a little exploring and walking.
