I fish all year long. I fish on the Ohio River for Sauger(smaller cousin to the walleye) and I ice fish when we get enough. Fish + Hibernation = no such thing. Bass usually start to spawn when the water gets close to the 60' s. In your area they will probably start to spawn in Mid-April.

in PA the walleye are morre active in the colder months so as long as there is no ice on the river: anytime. we also fish the great lakes for steelhead in the winter this is a great time of the year to be fishing, because if you like to be alone like me this is the time

Seams like your worryig about your childs comfort and I don,t blame you.I would wait till the air Temp warmed up to at least 60 degrees for the childs sake. a cold breeze and water don' t mix well when your that young. AND PLEASE MAKE SURE YOU HAVE A PROPPER FITTING LIFE VEST ON ALL THE YOUNG ONES. Remember in that water temp. it doesn' t take long for hypothermia to set in and if it does you' ll be of no help no matter how tuff people think they are.Be safe and have fun.

NOW. I' d jump on about anything that bites. But as I' ve always done whenever it warms up like today 72 deg. Friday 70. That will bring them (Bass) out to the top for warm water.
I' ll go this week. Tomorrow morning. Just to try some top water stuff late afternoon! Small and slow. It works.
Then check out the Crappie. Using blue tube/white split skirt or red tube /silver skirt and slow roll beetle spin. They start bitting hard here when the Dogwood trees first start budding. Sometimes live minnows and a cork work best.
