My $.02 ... I have experience with the Ruger 77 or Savage 110. Good rifles as already mentioned. These are well made rifles and long proven designs. Look a the used gun market too. With all of the hoopla over the ammo/gun scare, that market is pretty strong right now but I recently bought my grandson a like new Browning A-Bolt, composite stock rifle in 243 Win. for $350.
If your budget is $700 tops, don't forget to leave room for a decent scope.

Yes...yes you did! hahaha
My daughter and niece both started hunting with Weatherby Vanguards (they are a Howa 1500) in .243. Great rifle for the money, both were very accurate out of the box with just about everything we fed them.

FYI, I ended up with a Browning A bolt. Just felt the best overall. Very pleasing action and trigger. Was shocked at how much worse the bolt action on the Savage rifle felt compared to any other rifle I handled. Really off putting. Thanks for the input.

I checked, 5% off the entire order of a about $1330. So you could say the rifle was $504 or, if you think about it like I do, the gun was $570 and there was $60 worth of ammo thrown in. This was at Gander Mtn, nice guys behind the counter but they looked awfully bored for a Saturday in the summer...
