I typically use a torque wrench and tighten base screws-into metal receiver-to 30 inch lbs and ring screws to 15. Composite, I'd go lighter. Just use some Purple LocTite and just get them snug if you don't have access to a inch lb wrench.

I just snugged mine down to where it "feels" right. I know that's not much of answer but I haven't had any problems. Also be careful with thread lockers. The fumes can eat some plastics to the point of disintegration. I ruined a buddies Vexilar Hi-Speed Transducer using a thread locker. Luckily Vexilar replaced it for him at no cost. Synthetic CB & gun stocks may be okay since scopes will be mounted. But on that transducer, the next morning 1/2 of it was reduced to a little pile of granules that looked like small shavings.... weird eh? I tell ya.... I about sh*t when I seen what I had caused to happen to his new transducer that he was so proud of!!!
