That's got the be the biggest fork horn I've ever seen. My bet is it's a younger deer will lots of good nutrition or an older 2.5 year old deer with bad genes.
If I had to pick one of the two I's guess he's young with good to great nutrition. Are there any big food plots (clover or alafa fields) in the area. That could certainly do it.

On my neighbor's property, the first day out, I saw a HUGE 4 point with no brow tines. He was at or close to 20" in spread, had great mass and a huge body to boot. I have an extreemly blurry picture taken of him at long range, but you can make out the rack if you look carefully.
