In new jersey the zones with poor buck to doe ratios have the rule in place. The zone I hunt in does not but I practice it anyway.Although if it is a older deer with a below average rack I can cull him out unlike in the other zones.I think we will know a whole lot better in about 5 years if the restrictions are effective.JMO
