IBEP (International Bowhunter Educ. Program)?

I'm looking to get certified in Northern Va....does anyone know anything about it? Classes are few and far between here. The National Bowhunter Education Foundation has online courses available....can I just do that to get certified? Any help would be greatly appreciated. Thanks!
