You mention that you have a pad right? What kind. Perhaps a piece of moleskin would help. Maybe even double it up or have one piece on the shelf and another on the bottom side of the launcher. I like the second suggestion better as this would be moleskin hitting soleskin.
Other than that I think the next best suggestion is to do away with a drop away rest altogether. They're not really necessary all the time, you know. I've tried a lot of rests over the last 35 years including about a dozen different drop aways. Not really crazy about them as they often introduce as many negative issues as they claim to clean up. Nothing wrong with a good ole prong rest or a Star Hunter or similar type.

I use a peice of thin foam window insulation on the shelf, and moleskin on the launcher. The vibration is actually coming from somewhere inside the rest, if I hold onto the pivoting point on the launcher, it goes away.
