I felt like I ran into the same situation last couple of seasons however what I have been doing is keying in on specific deer that I want to hunt and if a certain area has fewer shooter deer I leave it alone for the season and just keep monitering it for future prospects and hunting. The use of trail cameras is key in your situation.
