Default Age limit on non-res tags

Been looking at getting non-resident archery tags because my family has quite a bit of land over there. Went to the OH DNR website and it said for non-resident archery tags you have to be 21 years of age? Am I reading that right?

NO.

You have to attach a previous license, or attach hunter safety card, or state to be 21 and have had a previous hunting license.
