If slightly quatering,Yes, if hard angle, NO.
If I was in a treestand and close enough, a quartering to angle would allow you to shoot slightly above and back from the shoulder and get one lung and the diaphram. Possibly the heart.

would depend on the angle and situation, it can be very difficult to get a shot off with the deer facing, then the placement would have to hit the money. I have seen several bucks killed with a quartering shot, it's not ideal but it certainly can be lethal
