I'd agree I don't see any reason that you can't give him the rack.As far as the tag goes ,I'm sure your not expected to keep the tag on the rack after it's been processed,so there's no reason not to keep it, or give it to the kid who shot it . I'm not sure of your reg's ,but this could have been hit by a car as well, and I'm sure you wouldn't be expected to put a tag on a road kill. If your unsure maybe give your local ministry a call and ask .
It's too bad you never found him ,but sometime's these thing's happen.

I would give him the rack. I don't see anything in the MD online regs about it being illegal to pick deer skulls/antlers. This would mean shed hunting is illegal.
MD law states that if the antlers are attached to the skull you need a tag. this goes for road kill or deer found in the woods. Sheds aren't attached to the skull plate so they are fair game. If you have any doubt call the # on the DNR webpage, explain it to them and tey should give you apossesion tag.

I offered to the owner of the farm the day we were looking for it that if i found it i'd give him a call, but he said not to worry bout it, finders keepers. The kid was a friend of a friends kid, only time he ever hunted there. So i have no way of contacting him, if i new him i'd surely give it up. As for the tag, i agree i think i would need a possesion if i had kept it actually its still out in the woods, we just covered up the horns to keep them from bleaching so we are letting nature do the European mount for it. If i decided to keep it i'll get a tag for it.

I don't see any reason to give it to the kid either. He wounded it and you found it. I mean if you didn't want it then I'd give it to him, but I wouldn't feel the least bit guilty about it.
