It sure can; but it depends on where you're shining it.. I have red lens covers for my headlamp, Mag and Mini Mag lights.

I shined my rechargeable maglite(like cops use) at some deer that were 10 yards away and they just layed there. I shined them for about 3 minutes and when I took the light off them they jumped and ran. Ran into every bush and tree for a couple of minutes. I think that if I kept the light on them they would have layed there till I was close enough to touch.

FOOLPROOF?
