Bought this at a rummage sale ... just wondering if anyone knew anything about it?

this may be way off...but it looks like it could be a tool to hold your ski boots together...i have one that looks somewhat similar but is all plastic

It is a release, you hook the string on the half moon and pull slightly on the chain and the half moon releases the string
