Bullet and load recommendation for a deer hunting 13 year old.

Somewhere between 60-80gr of BH209, depending on accuracy and the shooters recoil tolerance.
Speer 250gr Golddot, Barnes 225gr or 200gr XPB. These are all made for 45 Long Colt speeds and will likely perform very well at reduced load ML speeds.

I been using 100 grains of GOEX with a maxi ball or 80 grains with a round ball in my Hawkens since I was 12. Seemed like those shot the best groups for me. Recoil never been an issue. Had more than enough stopping power. Never was legal to hunt with a inline until I got to colorado but still prefer the challenge of a flintlock. I would see which weapon the kids prefers shooting.

I have used this load for several youngsters, two of them have grown up and only added some powder it works quite well on our deer in AR.
a 200 grain Shock Wave with 70 grains of powder. We have used pyrodex Rs and Blackhorn both worked well .

I would use Pyrodex or T7 FFG - they have a less harsh kick than T7 FFFG or BH 209 in my opinion.
My dad has a bad shoulder and I have worked up 2 loads for him with his CVA Wolf:
70 grain T7 FFG with the .40 cal 200 grain XTP
70 grains T7 FFG with the .452 250 grain Deep Curl
Both are very accurate out to 75 yards (about as far as he will shoot). He's taken 1 deer with the XTP and 1 deer with the Deep Curl. The 250 grainers do kick a little more, but not too noticeable. Personally, I would start him out on the 250 Deep Curl with 60 grains of powder for practice, then bump it up to 70 or 80 grains for hunting. The 200 XTP is also a good choice if he is really recoil-sensitive.
