Let me put it this way...
If 25% of the monies come from California but only 20% of the MDF's Conservation budget is spent in California, monies that are being generated in California are being spent outside of California.
In light of the nonresident hunter discrimintation on the part of many states that would be receiving some of those monies, it is a poor decision for a person in California. Let alone a person from none of the Western States.

You really don't have a clue what you are talking about. MDF monies that come from a particular state goes back into that state. Granted all the money from this raffle will be spent in NM. But, money generated in California is spent in California.
You are really hung on the resident vs nonresident thing. Which I believe is way off in left field.
Reading your other posts it sounds like you and Taulman eat at the same table! Or you’re here stirring the pot promoting your liberal PETA views.
Game and Fish monies yes are generated off of the license fees. They also get money from resident tax election, special vehicle tags, which come from residents.
Also residents like myself buy licenses for everything ie small game, fishing, turkey, and whatever else I draw a tag for. Where as a non-resident only bus a license for the particular species he is going after.
Not only that but I volunteer many hours to help the game in my own state. Whether it is helping MDF raise money, assisting forest people in planting trees, repairing water sources. Also some of the game and fish funds do come out of the general fund. Which means part of my property tax, income tax and consumption taxes do pay for part of that.
And yes I also apply for several out-of-state tags every year. I do not have any problem with the amount that they charge for non-resident licenses.
Basically this is a post for information regarding another way of drawing a tag. So if you were already applying to hunt Mule Deer in NM then this is basically another chance at drawing a tag without having to then buy a license at non-resident fees that you so boldly claim are exorbitant. Most of your posts on this thread go under the resident vs nonresident thread.
Just one more side note. After graduating college I was offered a good high paying job in CA. Did I take it HELL NO. They could not pay me enough to live in that state. So keep your money, keep your state. And stay off a hunting forum web site if you’re a PETA loving liberal.

Since you not only went to college but graduated from college, you should know that just trying to push people into a group, as a way to dismiss their poit of view, is rather foolish.

Volunteer - one who renders a service or takes part in a transaction while having no legal concern or interest
You definitely are doing this "volunteer work" because you expect some personal return from your service. While you claim that you are doing "volunteer work", in reality, what you are doing is "work" because you expecting some return (e.g. better draw odd or cheaper tags) from your service.
