If you can get the spray out, pop the cap and discharge it in that amount of time, it will almost certainly turn the bear. Pepper spray is good stuff.
The only reason I discount it in this forum is because it's a hunting forum. I wouldn't advise anyone to throw down their rifle and start digging out a can of pepper spray when a bear is about 2 seconds from making contact with you.
If you're just out hiking or fishing or whatever, then you'll be well served with pepper spray. Even in this case, I strongly advise having it where you can get to it instantly. UDAP pepper spray is offered with a handy chest holster that keeps it outside your clothing on your chest. The guy who started the company was also mauled while (IIRC) bow hunting, so he "gets it".
Most other pepper sprays end up stuck in a pocket of your pack where they'll do no good at all.
