So if I want to hunt and get a pref. point, I put down a hunt code I know I can't possibly draw as my first choice and for my second choice I put down a hunt code I could get drawn for. Right?
I got my choices narrowed down, but I'd like to get a point and hunt.

No, that is the way you used to do it, but you can apply for just a point now and it is cheaper.
To apply for a buck and a bull tag as your first choice costs you over $800 up front. However, if you apply for a Preference point as your first choice, you pay $254 for an elk point and only $79 for a deer point.
Then if you put a buck and bull tag as your second choice you will only pay the additional when you draw in a couple of months.
However, you only draw your second choice if there are left over tags after the initial drawing, so you have to put in for a unit that has plenty of "left over" tags.
