Well your in luck..Cause hunting cows can actually be easier than hunting their mate in most circumstances.
Forget about calling, you can try it , but cows are way more predictable in their habitat behavior.
One thing youshould definately do, is listen for cows moaning,(in heat) and calfs bawling, and look for any sign of tracks and other moose activity in the area.
And squirrls and chipmunks don't just chatter at humans.....Listen carefully,theseRODENTS ARE YOUR BEST FREIND.
When you here a huge huge chatter storm in the distance, something there.Figure out a way to get there and INVESTIGATE..Could very well be the quarry you're after..
First start Looking for them in moosey areas, in early season, swamps, along streams, willows, alder patches anything that contains lots of wet veg (browsing) and lots of mosquitoes.
Don't overlook open loggings in low lying areas and just inside the timber line...
The best time to find them is first thing in the morn and dusk in the open, but they don't travel far, in fact, I'm surprised if they bed more than 200yrds, away from these browsing areas when they bed.
If they do I have yet to see one..
Don't worry they are in these areas through the summer,
right into the rut..
The only thing that will push these animals out, are other hunters and wolves.....
So it is to your advantage to be in there as early as possible.

+2 Jeff gave you great advice. I've only ever successfully called bull moose, however the #1 element islocation. aka to call moose you must have moose in the first place.
Here water is the best place to consistently find moose in the forest- lakes, swamps, creeksaregreat places to start. They often have another sourcered willows nearby.
