In Wyoming, the outfitter DOES have to pay to have rights to guide on public land. And get permission too! Guiding on public lands also allows an outfitter to offer a discounted hunt to those who want it. Private land hunts are more expensive.
And most outfitters around here stick mostly to the wilderness areas in Nat'l Forrestsfor guiding public land huntswhich you couldn't hunt without a licenced guide anyway.
